Need suggestion on graphics card and/or cooler

Hello, sorry I'm a noob here, and bear with me, I have enough knowledge to break some stuff, but not always enough to fix it.

I need a graphics card suggested that will work 100% of the time in a commercial application. Must have EXTREME cooling ability, DVI and HDMI outputs.
I am currently using an EVGA GTS 450 that is just burning hot! Already toasted one, thankfully had another, but it can be running at 90+C, and has to do that for 6+ hours a day, I expect to keep burning these up, I need to change something. The issue stems from inadequate cooling around the case, I can only do a little to change this and I am working on that.

I don't really want to spend $500 on a card, but I need something that will run SUPER COOL for extended periods of time. If I have to spend the money I will, but not if I don't need to.

Is there an awesome cooler I could run, or suggest a different card?
I appreciate all the knowledge you guys have, thanks in advance.

Get MSI TwinFrozer II/III or ASUS DirectCU II.They have hte best stock cooling available.
The best bang for the buck card would be MSI N560GTX-Ti Hawk.

I also don't care about noise either, I could run the fan(s) at 100% all the time if I need to.

Mwave is running a sale on Accelero Extremes. They're probably one of your best bets as the trifan will also cool the entire front of your card. I'd jump on the deal. After that, all you'd have to do is buy an adapter for whatever card you're running (VR001, VR002, etc ... mwave also sells them):

Cool! But that won't fit into my case, I found they have a dual fan model that should fit that has some good reviews.
I would assume that any aftermarket VGA cooler would be better than the stock one, right?
