It just depends on where the "problem" is.

If cpu load is high (around 50% 2c/4t) and gpu load is low in towns your problem is the cpu though.

Wait a minute here. I had an Athlon II at 3.7ghz with a HD3870 512mb and I never drop below 45 fps. The main thing is cpu speed.

I'm guesting about 100 or more.

EDIT
The main things for MMO games is the cpu speed and internet speed. A good graphic card does help too and I'm not ruling it out either.

Its NOT your graphic card. Most likely poor optimization and usage of your CPU. As i said in the other thread, it is always pain to read someone want to spend a lot of money for upgrade, just to play a poor optimized game that is supposed to run on 3-4 years old systems just fine.

thanks for the above input guys, as i said.. it's not just wow i'm talking about here.. i never hit a spot of lag in wow unless its in orgrimmar (a city with 100s of people at once) which i don't really care about.

more so preparing for diablo3, BF3, etc.
