You definitely should look for 3.6+ if you can get it.

I would look into getting a nice new cooler. Seeing as how you can afford games like blackops, it should be no issue spending another $30 - $40 on a nice enough fan/heatsink to get better temps.

If you're not using it already, get CPUZID Hardware monitor, and make sure your idle temps (not using any cpu intensive programs) and your load (the opposite) temps are suitable.

I recommend not letting it get any hotter than 55C on load.

I can't say if it's bottlenecking your graphics, however. I'm using an 8800GTX, and I haven't had any lag spikes or frame drops in any of my games, running full settings. I can't really compare it to a newer card though.

My CPU temps are normal, hover around 18-25C on idle, and about 38-49C while ingame, i'll have to check my RAM next time.

You'd have better load temps with a cooler. It's something you should consider, in my opinion. How much ram do you have on your system, and what type?

I'm playing the game at 1920x1080 with max settings, my CPU is currently running at 3.05GHz, any time i take the FSB past 231, my pc freezes at loading and screen, and i have to remain @ 3.05GHz, i have a stock cooler, but im sure i can go to atleast 3.25GHz, no clue on how to do it though, help will be appreciated!
But is the GPU running 90% when you're getting 45 fps? Afterburner can monitor this.

The motherboard is a 3+1 phase and not too suitable for OC... purchasing aftermarket CPU cooling will remove VRM cooling (unlike using the stock heatsink, which blows down onto motherboard components) and may cause VRM overheating that will effectively and protectively throttle the CPU at load, causing more loss of performance.
Consider VRM cooling before CPU cooling.

Then what did xd_1771 refer to when he said "VRM cooling?"
