All you need is a 990FX board for now, That's really it, if you have everything in your sigrig at your disposal still.

check out this thread - http://www.overclock.net/general-pro...t-desktop.html

I built my first desktop earlier this summer, and although I'm running an intel chip and nVidia gpu, its still definitely worth checking out. Ran about $2100 which is a little above your price range but you can drop the i7 to and i5, go for a regular 580 (I got the Superclocked version) or 570, drop the sound card, get a smaller CPU fan (rather than the massive Noctua NH-D14 that I have on mine), and only one harddrive and you should be close to the 1500 mark. Right now I can play Crysis maxed settings at 60 fps, BFBC 2 maxed at 60 fps, and the Witcher 2 maxed settings WITH UBERSAMPLING at about 35 fps. Highly recommend you at least consider a setup similar to mine.

IMO, you shouldn't spend more then a g at this point on a new computer, especially with Cayman/Kepler (new gpu architecture) right around the corner.

Grab a 2500k, ssd, nice psu, and a decent graphics card (see: 560 ti, 6950,6970, or 570) that will be just fine to hold you over until the new gpus come out.
The 2500k is such and efficient and powerful chip that it is not likely to be replaced, unless you want to be on the bleeding edge, for a good long while.

I would tell your brother to wait till September when bulldozer comes out. Otherwise put together a sandy bridge build because that is what's available now. If you build now with amd and still want to upgrade to bulldozer you will end up buying two CPU's in the span of a month.

If you go intel and sandy bridge you should aim for something with a 2500k, Asus P67 Pro ATX mobo, 1600mhz 8gb ram kit and a 6950/6970, a 1tb 7200rpm hdd. Then probably a 500 - 650watt PSU 80 plus certified (Antec Earthwatts are some pretty good PSU's).

For the case I would recommend a Fractal Define R3 but whatever you prefer. Coolermaster or Thermaltake also make good cases.

Something like this will be more than enough to game for years to come. Just remember that even though new architecture or the next gen of gpu's are right around the corners doest mean everything before it will be made obsolete. Just ask yourself what game you can't run on that 5870 of yours. It's more than enough for the average game even though its not the latest and greatest.
