20 Below, try unplug the power cord to the PSU, and reset CMOS (by jumper reset or else method other than taking out the battery), and make sure (by cross-referencing with the manual) that all else jumpers are set right at their default position.
Also, make sure that you don't have a faulty PSU and it supplies "sufficient" required juice to the mobo and other peripherals like the graphics card(s) so on so forth, and that the cables are without damage, and all of the required (8 pins and 24 pins) are firmly connected to the mobo and to the PSU (if they are modular).
btw, is this a new mobo we are talking about? If all solutions failed to solve the problem(s), RMA the mobo.
