Questions about silent case fans and VGA air cooling

I was wondering if there's high performance fans (120mm and 140mm) that cost like 15-20 bucks (or less) but don't sound like there's a freaking jet in my room. I saw a list of some silent models on this site but they're either not available on amazon and newegg or they are silent but move less air.

I have 200mm megaflows on top and front, and they are so silent and move a ton of air... I need 2 120mm fans and a 140mm fan to do something similar.

Also, what are some good cooling options for cross-fire ATI Radeon 6870s? I have 2 of these and they run pretty hot (75C top card... max I saw was 85 with the MSI afterburner stress test thingy). This is with GPU fan @ 40% which sounds like the jet is now about to take off but is trolling me by just staying there.

I thought watercooling was cool until I realized it hogs a **** load of space lol. I don't have room for all those radiators so I need a good air cooling method to drop my temps a lil bit and more importantly, one that doesn't make me deaf.

I don't really have a budget, but I don't see the point of spending 20+ bucks on case fans unless they're made out of gold and diamonds. I don't care how much the VGA cooling is as long as its good at what it does and doesn't suck. I can't stand the noise any longer lol.

Moving a lot of air makes noise. Thats just how it works

You wont find any wonder-fan, you have to find the golden-middle-way. Look for fan roundups, what they can do under 30-35dBA, and pick one. Generally, the bigger a fan is, the more silent it can move more air. A 120mm fan will move the same amount of air with higher RPM/noise, than a 200mm does.
