the Swiftech APOGEE-XT is about the same as the rasa, and the rasa is in a kit which is great value and ample for your needs.

Rasa 360 + 460 Full cover

hmm can only get ek460 in nickel.. and its the older grade which can corrode. I am looking for another block now.

Koolance 460 full cover block. http://www.xoxide.com/koolance-vid-n...aterblock.html

Rasa Kit -

Hose

I would get Primochill hose to use instead as xspc aint the best at hose. http://www.frozencpu.com/products/12...EXP10-758.html Primochill is a push to get on but its solid as a rock when you get it on. Order 7 Meters Its good to have spare.

Then you need

fittings

2 more barbs and clamps as kit only contains enough for its self.

Coolant
Distilled water - Most supermarkets have it. You can order

Biocide ECT
Killcoil http://www.frozencpu.com/products/11...rip.htmland/or
PT nuke - http://www.frozencpu.com/products/11..._Additive.html

hose cutter. - thats the best one on the site and will do the job fine

Finally With your case not been the best for water-cooling you will need to have the rad externally mounted, you can use long bolts with pcv tube to suspend the rad out the back of the case from the 120mm rear fan mounting holes.

Since you aren't upgrading for quite a while, I don't see the need in asking about a loop now. Parts change over time, parts get cheaper, etc. things will have changed by the time you get to build your loop.

My one suggestion though, DO NOT go for an Apogee XT if you want to run a CPU+GPU loop. It is a very good performing block, but it's also one of the most restricting water blocks on the market. High restriction can hurt the rest of the loop, since it'll lower overall flow rate. The XSPC Rasa would be perfect, very low restriction, good performance, and cheap.
