My 4ghz wouldn't boot at those voltages
I even tried cpu nb voltage at 1.3 and 1.3 for my nb voltage
At 3.8 I had cpu nb voltages set to 1.3 and nb voltage set to 1.28 and it would boot but when it came to the windows flag loading before the login menu it stopped and froze

what stress tests should I run for my cpu that are good?

At the moment I'm running prime 95 with 6 workers
My idle temperature for the cpu is around 24.5 (3.8ghz) and under full load of prime 95 not going above 56c as of now
EDIT : After 40 minutes of prime 95 temperatures at max are 61 running for 1 whole hour to see what max temperatures are

what is too hot for the cpu?

My motherboard has a bad case of VDroop so I'm like 1.47 vcore in my BIOS. All I did was drop my RAM speed down, and boost up the FSB and added voltage when I need to. I left everything else on auto and it works great. The best test for me is SMP folding. If you make it thru a work unit at 100% usage, your good to go! Thats just how I test.

I'm running prime 95 and it's been about half an hour running all 6 cores at 100%
temperatures at full load with liquid cooling is 61 Max
first 15 minutes were around 55
Should I be worried?
When I game the cores are around 40-45c
My idle temperatures are around 27.5

Keep in mind the 8-10C offset that the 1055t's have. 100% folding for me is usually around 56-61C (with the offset in mind). Max safe limit is around 64C. Anything over that, you better be careful.

No you shouldn't be worried Prime95 is gonna stress the heck outta your CPU. That's why it's called stress testing.

yeah, after the 30 minute mark on my testing, I've been floating at 60-61 but if anything gets htoter I'm going to turn off the test.
Also, this should be a little hotter anyways because this is a stress test right?
Gaming is only around 45c

Yupp, Prime usually heats up my CPU 1-3C hotter than SMP folding if not the same. My gaming is around that same temp of 45-50C.
