Ok everyone, I found out the issue. My ZALMAN CNPS 9700 NT is running in "Silent" mode running only 1250 RPMs. So I am going to increase it to the 28000 requested speeds and maybe even higher. I am also going to reapply the thermal paste and everything, so I have the heat issue managed, I think.

So now my real question, is what stats do I want to run my CPU at 3.2 - 3.5 percent?

1600 FSB is 3.2GHz. Probably need 1.3v Vcore for that maybe little less. this will let your ram run at 800 MHz. Not too familiar with you board so do some searching on NB voltage settings for your board to hit that. My max temps at 3.5GHz are 62c with a H50 P/P while folding, 65c on a warm day.

So a status update, I just reseated my heatsink with a new layer of Artic Silver 5 and my temps are down to 30-32. Is this a safe temp to OC at?

And I want to OC to about 3.2 to 3.5. I saw the previous post, but any other advice?

So right now my rail is at 1.35, running 7 x 485, at 3.33 ghz with my ram at 5-5-5-15. So far so good.

1.35 vcore is the chips max better off running 8 x 400 and working up from there.

I read it was 1.4.... Infact the video I watched the guy had the same mobo and cpu as me, ran 8 * 485, with his voltage at 1.39715 (strange number, I know)

Higher volts just lead to more temps. The lower the voltage is if its stable, the cooler it will run.

Yes, you should not need that much vcore. It also depends on your cpu's vid, mine is very low so I don't need more than 1.3v for 3.8Ghz. Currently running at 3.6Ghz using 8x448, with vcore set at 1.300 in bios, 1.288 actual. Yours may require a bit more. I set both GTL refs at .635, my NB volts at 1.20v, CPU PLL at 1.54v with LLC set to enabled. I would set CPU Spread Spectrum to disabled. Play with those settings, and 3.6 should be easy.

Been runing 466 x 8 without problems here, with q9450 c1 + p5q pro.

only thing i have to watch is ram divider so it wont push my non-ocing ram too far.

Setuping was extremely easy: left everything on auto, vcore to 1.32500v and fsb to 466.
