Most of the time I get over 20 meg from my speedtest results.
And don't get me started on how much I hate AT&T's residential (not to mention business services.) I'll just put it quick and simple: I would rather have a colonoscopy than get ATT Uverse.
The only thing with Insight locally is that it is through roadrunner as opposed to wideband. However, WOW exist here as well and supposedly their top tier is 15Mb DL/ 2MB UL vs Road Runner's 15/1Mb.

uverse pings way too high and has way too much fluctuation in speeds. uverse = fios + dsl <<< cable = cable.
the dsl part REALLY kills the whole uverse deal

just stick with road runner.
Seems a lot of people don't like ATT for internet. I can't say I have had huge problems with DSL where I am currently at, but it is also my only option short of satellite (bleh). And going with ATT strictly for TV seems kind of odd as they don't give you any discounts if you are only getting one service.

Would seem like WOW or Insight (via Road Runner for Internet) is a better deal, but I hope that the TV has quality HD. Dish Network seems less feasible in a way due to being at an attached condo, but seems possible if I want to fill out an exterior alteration form (not sure how long I have to wait to hear back).

I would say go with roadrunner, but only because I absolutely hate and don't respect AT&T (overpriced for their services IMHO). But I've never had any experience with roadrunner.
This. Not that I like TWC or trust Glenn Britt, but given I've not had experience with TWC and have had a very very poor experience with AT&T I'd strongly strongly STRONGLY recommend not going with them. Their billing is terrible and inconsistent. Not to mention the 250 gig cap for UVerse as compared to the no caps (currently) for TWC. Though I expect that to change soon, given the CEOs attitude...

I also have heard bad things about UVerse's picture quality, and in addition your Internet speeds drop the more TV streams you have going concurrently.

If you like tv uverse may be worth considering but other than that... TWC will have much faster internet especially if docsis 3 is available there. They would be who I pick. Though if I'm fair I will have to say I've had more connectivity issues with cable (Charter) than with AT&T. It was solid and reliable whereas charter haven't been as reliable. The actual at&t service is good but if you have problems then it's possibly going to be a maddening round table on te phone

Oh, and yeah, UVerse is DSL. FTTN/P then copper. Check DSLReports - lots of good info there .
