What are the best fans???

For pushing air out of case pulling air into case?

For radiators push and pull?

Price doesn't matter give me your thoughts

The best when it comes to being just pure quiet but also push LOTS of air (60CFM) are the GT-15 They work great on rads or as simple case fans.

saldy they are 20 bucks a pop D: But I got 4 for 60 shipped ^_^

Aquatuning has the some of best prices and available stock for Gentle Typhoons. If you are from the US or Canada you will need to spend over $75 dollars or you will be charged an additional $10 for orders under $75. Shipping is $6 for three day shipping and $8 for two day with free shipping for orders over $300.
AP-15's are currently out of stock but will be in stock on the 19th. AP-11 through AP-15 are listed at $14.81 and AP-29 through AP-31 are listed for $24.69.

2nd to this... GT's are the best for radiator. Even the high RPM one, work very well (AP-29, AP-30 and AP-31) ..

Noctua's are good, but they're not for radiators. They are good for case fan, but there are a lot of better fans than Noctua's. You can also search for Noiseblocker or the cheap Yate-Loon.
Noctua's are good case/air cooling fans but like you said they are not good radiator fans. For the price of Noctua's there are definitely better options. Yate-Loon's are a very good option and are fairly cheap and generally in stock every that sells them. Noiseblockers are not widely available in the US and I have heard that they are a little overhyped, in that they are a little louder then they claim and have a shorter life due to their bearings wearing out but I can't confirm that. GT's are the best however and if you can find them get them even the high RPM ones, just undervolt them with a fan controller and you are won't have the higher noise but still have head room to go for more CFM.

What? Nobody's mentioned Delta's yet? Gentle Typhoons are by far some of the best fans made.

Yes.. forgot to include this beast into consideration..
Delta, San Ace, Nidec Servo, etc. Surely they are the best ones in term of performance, but noise? OP will have to mount them on decent fan controller to reduce the noise..
