I feel it depends on the project,
At work, everything is Microsoft so I have to use ASP.NET, I never liked web forms but I'm starting to code ASP.NET MVC instead which is nice in my opinion.
For freelance projects, a lot of people ask for Wordpress/Joomla/Drupal so I don't need a framework for those. If it's from scratch, I assess what the project needs are before. I say use CodeIgniter, Ruby, Zend, w/e Some things are don't need framework, some things are easier with one.
