send commands to Access DB without Access installed?

Hey so long story short I need to create and run queries to MS Access DB. The problem is most of the time the DB will be on a machine without MS Access so I cannot import and run the queries. Which poses this question:
What is the best way to send a query, run a query on a DB without access?

Posting this in the coding and programming section Ill assume you want to code or program your solution...Youll need an app to connect up to the access db. You can either connect using a standard-type connection string or by creating a systen dsn (OS specific, google further). Youll have to specify in the connection string that the database is an Access database otherwise SQL will be assumed.

Example: Provider=Microsoft.Jet.OLEDB.4.0;Data Source=x:\\dataFolder\\dataBase.mdb;etc;etc;etc;. Depending on the version of Access your using, workgroup security on the database, etc; parameters will have to be added / removed / altered.
