PNY GTX 470 OC Q's

So I just recently started researching and looking into OC'ing my video card, I've read around on the stickies and such, but I feel like my temps are way high for how little im OCing... At stock settings (962mV, 607 Core, 1215 Shader Clock, and 1674 memory) I'm hitting 72C constant in Dirt 3 for two quick races. I OC'ed to 1087 mV, 750 Core, 1500 Shader with memory still at stock. I was hitting 103C for a good couple of rounds consistently. Now, I have never opened a Video Card up before, but I did some reading on re-seating the heatsink. I have arctic silver on hand already, would it be wise to mess with that first? I'm planning on upgrading to the 6xx series soon after they are released, so I don't really want to put $$ into a third party heatsink that will only be useful for my 470...

tl;dr, PNY gtx 470 is stupid hot when only slightly OCd. What should be a good course of action for a newb at VGA OCing?

Something Non-Condutive might be a better solution for the TIM, of course if you are super neat and are perfect with TIM go for it other wise look into another TIM before hand.

I don't really know how to help, but for 470's it's normal to be ~90C. My card gets it the mid-high 80's while playing games, even when it's not OC'ed. Thats on ~75% fans.

Make sure you have a fan profile/manually set fan speed to atleast 70% when playing games. Set it as high as you can bear.

100% with 103C temps, something is wrong. I would be in the 70's with 100%.
I suggest you RMA.

Yes if you are hitting 103C at 100$ fan speed that is a serious problem, likely one that is not purely TIM related, sure you could get a few degrees better with a TIM reapplication but you likely won't get the 10C that you need. The only curious thing is the stock temps are good at 72C but I would still be trying to RMA it.

EDIT: Good call himynamesnoah, great minds.

Is that a valid RMA reason though, that when I OC my temps are too high?
Probably not, but telling them simply your temps are too high and that you have seen more than 100C on occasion would be acceptable IMO.

Ok. Then, of course being the noob I am I have to ask this, Will they be able to tell that I overclocked the card?
Not unless you tell them, either way most companies will not void your warranty for overclocking they just won't cover damages caused by it, so if you did choose to run it overclocked at 100C and then it exploded and you told them it exploded while overclocked they wouldn't help you.
