Yeah it will be ok at those settings.

As I said it's up to you, you're already spending $700.00 personally I would save up a few more bucks as when i build a pc I expect it to last.

I don't lash out and go buy new stuff just because it's new and upgrade roughly every second to third gen so I've learned to be a little patient and save money in the long run.

The one you picked seems decent cooling wise but just never heard of it before. Could be good could be not good. Not sure.

They come with less fans but you could just add them later down the road.

This is entirely up to your personal preference though.

Really can't do much better with that budget. Couple of extra hundred and it would be a different story.
