Those PSU's tend to have quite a bit of ripple and noise on the 12V but shouldn't be enough to cause so much choppiness because it isn't getting loaded up that much

LOTRO runs off of a single thread, which 2.6ghz could possibly slow me down there. But it's strange how it feels like it "hangs" or "catches" quite often.

To unlock it, I'll need another board..I'm sure. I can't OC it at all with the stock board. If I were to get a new board (and looks like a new PSU, depending on what folks say about mine) what cooler would you guys suggest for the CPU? Nothing out of this world expensive, but good enough to hold it down.

This stuttering issue sounds like the problems many were having with their Athlon 64 X2s back in 2005 when dual-core chips were new and software was poorly optimized for them. However, I don't see how this can be the issue now, with a modern 64-bit OS and recent drivers.

Are you sure you have the newest chipset and video drivers? Updated your OS? Patched your games?

Is your Windows install a fresh install for this board/system?
I doubt I have the newest chipset drivers. Any advice where to get a reputable one? AMD.com? And yes, the video drivers are the most current Nvidia issued. I installed this copy of Windows the day that I got it, about 5 months or so ago. So relatively new, yes.

Wait, are you saying you have a pre-built system? Have you ever clean installed Windows on it instead of using the proprietary o/s from the pc manf.?

LOL. I did not realize you were running that slow. In light of that information maybe you do have a CPU bottleneck with a single threaded game. Try using Task Manager or a free program like System Explorer to check your CPU usage.

It's prebuilt only in regards to the board and CPU..I stuffed everything else in there! And yeah, the day that I got it, I uninstalled windows home and put my copy of ultimate on it.

As far as the CPU usage, it shows roughly 50-70% when running the game. If this is what's causing my issue on single threaded games, should I consider a new board and overclocking it? If thats the case, how far can I push a 1035t and what cooler should I consider?

Try forcing the affinity for the game process.

CPU bottlenecks I have had in the past generally show as pinned at 100% usage and resulted in a general bogginess and delayed actions within the game- etc. The way you are describing an intermittent "hang" still sounds like slow memory or perhaps low memory with paging causing the stutter. Does your HD light up at regular intervals while this is happening? I can't imagine that something is sucking up 8 Gb of RAM- but I guess it is possible. My best guess from the information provided still has to be a slow memory issue.
