If its partnered with a decent dual core, at least 1.8 ghz, it will run very smoothly.
Bluerays lag on singlecore.

Athlon 2650e single core 1.6Ghz + HD 4250 will full DXVA GPU acceleration is fine. I can tell you because I run one. I occasionally move my PC blu-ray drive from my main HTPC to the one with the 2650e and it plays blu-ray with no problem whatsoever.
As long as proper codec packs installed for full HD acceleration, it will work. And the HD 4250 supports all type of HD acceleration including flash.

^ Your setup will both CPU accelerate and GPU accelerate blu rays with room to spare
The 955 is quite overkill for the task actually.
