4890 crashes

So I recently built a new low budget computer for my friend. So anyways, he got a free 4890 used from a friend, so i decided to incorporate that. The computer starts up fine, but whenever he starts any kind of graphic intensive program, it would crash randomly. (sometimes recovering, sometimes bsod, sometimes just black) Anyways heres the specs.

AMD Phenom II x2 560 BE - unlocked to x4
M4N68T-M V2 Socket AM3 630a mATX
Logisys 575W dual sata sli ready power supply <-this is probably the problem
Radeon XFX 4890 er not sure what brand i think Sapphire.

So i've tried downclocking the psu and cpu which lessened the crashes, so i think it is a psu problem. But i just want a second opinion. I've checked temperatures after a stress test as well. It doesn't go over 70 ever.

The PSU is getting smashed by that 4890, it's browning out the psu when it switches to 3D.
575W would be enough if it was really 575W.
Make sure you have the right drivers too.
