(On a side note, can this that disc drive run discs or is it just a burner?)

@OP, The DVD burner is also a DVD Reader, CD Reader, Mini-disc Reader etc.... does what a CD drive/DVD drive does normally

Assuming no plan for expandability, any 250-300W from a good prebuilt from within the last 4 years will do you fine.
As you are in Canada, you should buy from a Canadian store. You are paying $27 shipped for a DVD drive from Newegg which is ridiculous, when the same drive can be had for $17 after price match from a Canadian store. Or you could get a cheaper model for $16 at NCIX on sale.
You can save between 20-40% buying in Canada over newegg.ca. High shipping cost at Newegg.ca kills the deal. With the cash you saved, you can go with an A8 APU.
