"Hal.dll is Windows' Hardware Abstraction Layer, or HAL. The HAL implements a number of functions that are implemented in different ways by different hardware platforms, which in this context, refers mostly to the Chipset." - Wikipedia

No, do not do that.

A BSOD with the number 124 as in

usually means that you need more V-core or you are having V-droop. which means that you need to add volts to your CPU or activate loadline correction (LLC) in your case it looks to be V-droop, so just activate LLC in your BIOS and see if that fixes it.

Vid driver failure, happens too often it will corrupt your OS.

Well I would say that you may need just a little more V-core and I do mean a little more (like 0.025V or less if you can) and I would also check if the Video Driver is right (clean it and reload).

If you are just using that 2600K for gaming you could turn off HTing and make it work like a 2500K (4C,4T not 4C,8T).

If these things don't work it may be time for a clean install of Windows (painful but something is not right).

Thats about all I can think of.
