the argument to the Xp holdouts is they have less than 2 and a half years to comply and upgrade or be left in the dust, when 2014 rolls around and nobody supports xp anymore then they will be left with nothing.
the ISP i work for already has plans in place to no longer support XP machines on our cable network in 2014. We already have this rule in place for windows 2000 and older machines.
