The best air cooled case for your budget is the Raven 02-E, no exceptions. It is a bit deep (not too tall), so make sure there's room!

If you want a more traditional front to back cooling case, then a haf-x/df-85/phantom would suffice.

I'd like to add another case as a suggestion, if you have not already considered it. I have a Cooler Master Storm Sniper and I have been very pleased with its overall cooling ability. Although it's not a full tower, I liked the openess of the case and the cable management. Plus, it fits your friend's height requirement since it measures just a hair below 22 inches. It comes with swivel feet and rollers, so you can install the one that best suits your preference or need. The swivel feet give you the lower measurement of approx. 21.7 inches. If I had to guess, with the wheels installed you would be at about 22.5 inches. The stock fan configuration is 200mm intakes front and side, a 200mm exaust top, and a 120mm rear exhaust. I have an H50 also, but I changed the vent configuration (push/pull) from the rear exaust to the top of the case. This left the 120mm rear exhaust intact, but I killed the top 200mm in favor of duel 120s and I got to keep my push/pull config on the H50. I threw that out there just to let you know you have options for the H50 radiator with this case, although with some of the other cases on your list, you probably could do the same. My video card is a reference HIS 5850 which is 9.5 inches long. There is plenty of room (approx 3.5 inches) between the card and the HDD bays. I don't know if it is a deal breaker, but it has USB 2.0. You can see my system specs below to give you a general baseline for the case's cooling potential. Although I don't have a duel card set-up, here are some GPU temps I recently gave to another forum member that had a video card question:

Ambient room temp: 20C
Idle temp: 29C
Gaming temp on CIV5 late game, huge maps: 53C
Temp after 10min of Kombustor: 56C

Currently, Newegg has a rebate on the case, final price: $129.99

I just finished a build for my dad using the SE variant of the case. And it has been one of the nicest cases I've worked with.

Great sorry for such a late reply was out today. I have heard great things about the 800d don't know why I didn't think of that one.

Also the cooler master sniper storm sounds excellent its a real deal breaker to us if we can't get the h50 working appropriately so the sniper storm sounds excellent I'll tell my friend about this one definitely and add it to the poll, I'll forward him exactly what you did to get the h50 working and it sounds like the 580's should fit fine as they are only 1 inch larger then your 5850's.

for the raven rv02-E love that case I have the rv02-bw soon to upgrade it to the ap181 fans, and am just drooling all over the overclocking performance I have been getting with it for the past year. The only reason I didn't put it up and I put the raven 3 is because I know that it has no rear port for the h50 except for an opening for the psu. As well I know it only has one exhaust opening and if we connected the h50 to that then we are basically blocking the only exhaust fan except for the one for the gpu's. I know the raven 3 comes with an optional 120mm rear fan port making it possible that it can work with h50, have not confirmed this though yet. Thank you all for your help so far. I am going to forward all this information to my friend when i meet with him tomorrow and update you on the cases that he seems to be most interested in from this list of excellent cases that we have made so far.

It doesnt make a difference if you your h50 is on the only exhaust fan. Air will still be pushed through it, and your bottom fans will still be moving a ton of air across your motherboard which will be vented through the top grills. You don't need an exhaust fan to move air out of the case, just a good flow of air. This thread summarizes it perfectly, although its using a front to back approach while the raven uses an up to down approach :

My vote went to the Hurrican, as I have one, and it's been nothing but good for me. Many reviews place it favorably compared to the HAF-X.
Be aware though, the 2 front 120mm fans are VERY low RPM. Around 800 I think. I replaced mine pretty quick with some Rosewills.
