Poor streaming content speed and other issues on new Win 7 PC?

Referring to my signature computer, streaming video is constantly buffering even at the lowest quality. No matter where it is sourced from, youtube, steam, or promotional content on official web pages.
Speed test is giving me about 3Mbps download, I have Brighthouse networks 10Mbps. My laptop and my girlfriend's laptops can stream 720p video fine from most sources, and usually 1080p only buffers once or twice during a normal internet video.

In addition to that, I have some other performance issues with the new PC. Steam is the main one. It is incredibly slow and un-responsive with new games. Dirt 2 takes a good while to launch, if it launches. Typically, when I launch the game, the smaller window that pops up preparing to launch just turns black, and steam becomes unresponsive for a while. If I minimize dirt 2 during the new game video, it just crashes.

Windows is completely up to date and I have defragmented using defraggler. I use windows defender and microsoft security essentials for AV.

Any ideas?

Oh yeah, and the PC is on a hard-wired connection to my router, the laptops are wirelessly connected.

Seems like your ethernet connection is worse than the wireless ones. Might be a router problem, but I can't say for sure.

Try this first... If you are indeed running Microsoft Security Essentials and Windows Defender at the same time, go into the Control Panel and turn off Windows Defender. Both programs running at the same time can possibly be conflicting with each other. All you need to run is Microsoft Security Essentials which offers great protection.
