If you really want it off you can try using IC Diamond as a rubbing/polishing compound. It actually works very well. When my brother was on the US luge team they would polish their runners with ICD before comps.

The discoloration really looks like it was just exposed to a lot of ambient heat when the film was attached / left in the sun.

Try a toothbrush and lemon juice...give it a good rubbing, see if it comes off.

What the hell is that? I was gonna say it was copper oxidation before I saw the pics.. It feels like it's some sort of reaction with something.. If cleaning doesn't work, try sanding it with a super soft sandpaper.

It could be left over from the manufacturing process. My HK GPU block had some green/blue stuff in the corners, which I was able to flake off.
