What temps should you get or expect with a i7 990x that is NOT overclocked and has I think it's called Speedtech the feature where your Operating system controls the speed. It's just that am getting on idle 29c to 34c and 100% load 53c to 56c and this is with a Thermalright Venomous X cpu cooler single fan. Are these temps ok room temp is 20c

base on your information your temp's are good, and the room temp helps keep your cpu very cool so you are safe, but do me a favor prime it and post back make sure you have something like HWMonitorPro running just to make sure your high temp's are because prime95 and gaming it give you different temp's

DO NOT let the OS control the speed of you CPU, PLEASE! It will give way to much voltage and eventually, it will lead to degradation of the chip and therefore, it will require more voltage to be stable and so on... Regarding your temperatures, they seem normal for a 32nm, 6 core and 3,46GHz CPU.
