It is staying true to the first game. One of the biggest reasons that this sequel is being made is that its no longer under the constraints of the dated Warcraft III engine. So many different things can be done that you just could not do with the Warcraft III map editor. You seem to have forgotten that new content comes with updates to the game.

The heroes are indeed that same. Valve said they didn't want to do anything to mess up the formula that was created with DOTA by changing heroes or anything else. I believe all they did was minor tweaking to balancing and maybe make a new hero or two, but that's it.
