So I am not seeing a working 790i for $45.
While the q6600 is a great overclocking chip it will take some serious cooling power to get it to 4.0 ghz. Hell I am having a hard time getting mine over 3Ghz. and I start at 2.66ghz.
Reason being is that you got a B3... G0 overclock like mad.
This is what I had to do just to get to 4.2!

Goldend Q6600s are the only known to get 4.0GHz on water with REASONABLE voltages. I was pushing 1.552v on mine and 1.664 for 4.2... yeah not reasonable.
As for a good board for overclocking, the 790i is....okay at best but for some real monsters get a good P45 board. The DFI Lanparty were some nice ones. Also the P5Q Deluxe and I think Turbo.
But the most sought after are the UD3R/P and Asus Commando (great board for P4 overclocking) and I think the Rampage. The boards listed run between 70-100+ USD on ebay depending. UD3P is still 140 new. Rampage is 200+ new.
BTW, even with my H50 with Ultra Kaze 3000 RPM fans (133CFM) push/pull + shrouds I can run probably no higher than 3.75GHz before getting into heat issues in prime. IBT.. yeah I thermal shutdown right now using that.
