To the OP, you really don't need 16Gb's of memory, 8Gb's is more than enough for most everything.

Use that extra money to get a better and more powerful PSU!
The PSU is really the heart of your system, and a bad one can be costly!

I'd advise the 600 watt, in a quality name, Like Corsair, or SilverStone. This will also allow for future expanding.

With a 450 watt PSU, you'll hardly be able to upgrade/expand at all, if any!!!

To me, the 2 most important things, in a PSU are:
Clean power/low noise
Single 12 volt rail

You might even want to check out Jonnyn Guru.com
He does great reviews on a ton of different power supplies.
