Lol? What is up with all the confusion and dragging this poor guy on? He stated every last bit of information he was looking for along with his resolution in multiple posts.

Anyway....yeah while awaiting for the HD7000 series definitely jump on a HD6950. The Toxic is a solid card. It looks like it has the most overclock out of any HD6950 at the moment including all dual fan cards. It can get up to over 1000MHz clock and 1450MHz memory according to reviews. I got my HD6970 on sale but it ended up dying out in 3 days followed by them going completely out of stock everywhere as a whole. I'm unsure if they are coming back out, so I will probably as well settle for the HD6950 Toxic. It will beat the HD6970 anyway. I don't know if it can be unlocked. It doesn't really matter at the clocks it can perform at.

I was originally looking at the ASUS EAH6950 DCII but it has went out of stock on Newegg and can not achieve the overclocking results the Toxic can. The "Toxic" line as a whole is pretty solid from what I've read.

Good luck.
