If you've done any searching or reading on overclocking laptops, you wouldn't have asked

You need to unlock the BIOS from DELL... the 1545, as far as I'm aware, did not have any variants of the Insporons with the Core 2 processor that allowed overclocking

Some newer ones do, but I do not believe any of the older ones did.

Good luck changing the PLL from Windows... AFAIK, the best programs out there are shoddy and suck balls, at best (and even then, that's being very nice)...in case you haven't gotten the hint...software overclocking is highly unrecomended unless you're doing it as a one time benchmark and you're determined to to do it

Overclocking your laptop will run into a lot of problems. Let me start listing them...
You installed a bigger, faster, higher TDP processor into a computer with limited cooling ability.
Combine the bigger heat envelope that you need to address, with a slight increase in core voltage, I know for a fact that you will not be able to see a performance gain because the CPU WILL throttle down due to too high heat.
Forget the fact that you're gonna kill your battery. Chances are your PSU/power brick is only rated for 90 watts, and looking at the specs of the computer, You're already pushing that 90W... with the bigger CPU you probably need to upgrade your power brick to a 120W, and that costs typically $130 or more

With all the money you're gonna put into the laptop for this overclocking attempt, you seriously might as well just have bought a newer core i5 based laptop. You'd end up with the Intel HD2000, a better, newer CPU with better IMC and IGP, and much lower power and heat requirements

In short, if you can manage a program to SetFSB to overclock the CPU even a tad bit... I don't think you're going to safely run it at all... if you manage to get it to run, I would take an educated guess as to say it probably will not last long at all.

I would start by running a program like Prime95 (soft) or LinX/LinPack (hard) to stress test the CPU at stock setttings and see if you even have any thermal room to overclock.

My guess, you're already over your temperature threshold and you'd have a thermal shutdown within minutes.

Good luck.

edit; To be clear. I'm recomending you don't go any further, however if you want to try push it, as I know even I can be stubborn against good advice... I will at least offer you some good guidance as I have done this a few times.... So please, if you're going to try, ask me for some help...

i put the new parts in because i got the processor and 2 4 gig ddr2 ram cards for under 50 bucks. i also installed a much better fan (ebay $5.00) i am not new to overclocking i have overclocked several desktops using bios. I got my pll and tried to use it in a program but none of them had it as one of the options. any way to upgrade my bios?
