I was thinking this too.

He said he doesn't run a antivirus, and he looked in processes for processes that use excess CPU.

I'll tell him to run a malwarebytes scan to make sure malware or a virus is causing this.

Ummm. 65c. That is your problem right there. Phenom chips aren't really suppose to go over 60. Reseat the heatsink and reapply thermal paste. what HS does he have?

Update

He reinstalled his drivers to 266, and apparently the stuttering is worse. I shall copy the chat log.

by run on stock do you mean stock speeds?
because nothing is overclocked, all are on stock speeds already.
