Aesthetically the tubes should be on bottom to me, but it doesn't really matter....

I think that having the tubes up is good! It insures that no air can be trapped in the radiator. But, with a system pre-filled, and presumably air-free, it does not matter.

When I used water cooling, I always mounted my radiators with the hoses at the top.
