Those half are wrong, and are among those that don't fully understand the power requirements of certain systems, nor when coupled with a good quality PSU.
Remember, ATI/AMD and nVidia recommend higher wattage PSU's, because most people will have a generic, cheap PSU in their case that says it's a 600w, when in reality it's about good for 420w.
That's just the world we live in, a quality PSU will always be the best thing you did for your PC.
