Yeah those low profile heat spreaders work fine with the D14. The standard sized ones, however, will not clear.

Neither of those cool as good as the D14 or Silver Arrow. For a self contained water cooler you have to go with an H80 to get equal performance or an H100 for slightly better performance. Also, they are both louder than the D14 and Silver Arrow. So it's lose/lose compared to the D14 and SA.
Agreed the D14 is way better, but OP is just looking for a 4.4-4.5 ghz overclock, which I think the H50 can easily handle.

That's true, the H50 can handle that. So can the Hyper 212+, which is even cheaper than an H50.

Who told you to buy Asrock? I'd stay away of those shady mobos and buy an Asus. Matter of fact i checked Noctua's compatibility list for LGA 1155 mobos from Asus and they say that the NH-D14 doesn't have any types of issue with the following board (among others but i recommend the one mentioned bellow):

As for RAM tolerance the D14 should be compatible with low profile RAMs from Corsair.

Asrock is not a bad brand. They are owned by Asus, and their mobos are very good quality (esp. the Fatal1ty ones).

As for OP, I would get the 212 plus if you are on a tight budget, a Noctua D14 for epic air cooling, or wait for the H100 or the Eco Coolit r240 - Epic cool factor- (same as old cooler, but with a 240mm rad)

Stock fans are good enough for a good overclock.

You're tripping man. ASRock makes a real solid board. Also, lol at hating on ASRock and then recommending Asus, Asus owned ASRock up until real recently. In fact, ASRock has been putting out better boards ever since they parted ways with Asus.

The D14 fans are pretty darn good, I would stick with those , especially since you aren't going for a high overclock.

It's not that I don't like Corsair or anything but I think you can get better RAM with tighter timings than Corsair's at the same price.

Anyways, yeah, it would work on the D14.
