Well I recommend the eyefinity 6 gpus you said, drop in a cheaper 750, no need for more, maybe an hx750 or similar.

I would ignore the SB setup in its entirety, what use does it have for displaying graphs? Keep an Athlon or something. Decrease cost

Remove Cooler and go for stock and ontop of that get the FT02 if you want silence.
Sorry, i cant ignore custumors wishes, he wants a sandybridge so he gets a sandybridge. I advised him that its more power then he needs but he says he still wants it.
Stock cooler will probably make to much noise, he wants it silent aswell.
Its going to be a Hyper212+ or Zalman CNPX performa [both cheap and silent]
Unless there is something just as silent for a cheaper price.

If you go from HD5770 Eyefinity 5 to HD6870 EF6, then I do not think Corsair AX650 can handle it, wattage wise and number of 6-Pin PCIe connector wise.

Note that HD5770 EF5 needs only one 6-Pin PCIe connector while the HD6870 EF6 needs two. So, for three HD6870 EF6, six 6-Pin PCIe connectors should be natively provided from the PSU at a minimum. As a 4th HD6870 EF6 might be added later, those 2 will be provided by using 4-Pin molex adapters.

To cater for the wattage and number of 6-Pin PCIe connectors needed for four HD6870 EF6, I suggest Corsair HX1000 (though aging but still quite competent..and its age makes its price dropped to a very good level...and considering the new HX1050 is coming out).

According to those 6870s fans, it will be even louder than the stock intel fan if the graphics cards don't get enough air or streaming too much animations on screen.

OP, if your client wants silence, those 6870's will probably piss him off... you better change the stock coolers on those to something less noisy.

Does he for sure want to go above 15/20 monitors down the road? You could just stick with the 5770's, cheaper by themselves, quieter, less power/connector hungry allowing for a smaller/cheaper PSU, and you can still step up to 4 if necessary.
As for the case, I know it doesn't get the nod from most overclockers, but your not looking for a flashy, expensive, high ventilation case. Your looking for a small, quiet, understated, minimalistic, case that would fit right in with an office environment, yet still have enough expansion room for a 4th GPU if necessary. I would go with a Lian Li PC-A05FN, PC-9F, or Fractal Design Arc Midi.
And just for the record, I agree with everyone else about convincing the client to go with another proc, maybe tell him that the 6 physical cores from a 1035t would give him a performance advantage while the 95W TDP would still keep the power consumption low along with saving him $70 (USD)?
