Let's start with the easy question, have your tried a different fan header for the CPU fan?

Assuming this has been working and just randomly stopped:
-Check capacitors to see if they are rounded on top or if they are leaking. The tops should be flat.

-Power supply may have broke.

Assuming this was just put together:
-Did you use standoffs? Make sure the motherboard isn't laying directly on the case unless the case has built in standoffs.

I can't watch the video at work, but is the system able to boot still? Or is this just a problem with your CPU fan?

If the CPU fan has a 3 pin connector set BIOS to "DC fan"

If the CPU fan has a 4 pin connector set BIOS to "PWM"

I dont have a sys fan... but capacitators are flat... and no havent tried a different cpu fan header. I doubt the psu isnt working. It was working on my other build a day ago...

If you can try that, that would be awesome, you may have an issue with the mobo fan header, seen it may times.

It doesn't have to be a CPU Fan header, plug it into any header. You may get a warning about not having a CPU fan in BIOS, but we can safely set that to ignore for now.

Your board has:

1 x CPU Fan connector(s)
1 x Chassis Fan connector(s) (3 -pin)
1 x Power Fan connector(s)

Was gonna say they might not be around CPU but I just saw the motherboard's picture and there's a FAN header TOP RIGHT corner. The wire should reach there.

And for the heck of the info, the 3rd one is below PCI slots, next to the red connector on the bottom edge.

Why are you guys trying to help him fix his fan when his PC won't boot at all in the first place? There's a little bigger fish to fry here.

From what I can tell by watching the video the PC gets power for half a second and then no more; the fan twitches.

I've had this happen personally to a few PC's I have worked on. One issue was caused by the motherboard shorting out on the case, and the other was because at least 4 capacitors were bulging and not functional.

Anything beyond those two things are out of my personal experience. I'd try to test the power supply in another build to rule that out.
