However, most people, without knowledge of the solder used, it's re-flow point, having never done this before, and lacking the majority of these materials, would likely have about the same chance of success with the much simpler oven method.

It may not even be the GPU itself causing the issue because the RAMDAC/display controller is on a separate NVIO die on the GT200 series.
True, on both counts, but I tend not to recommend oven bake because you run the risk of melting plastic components and destroying capacitors.

AFAIK artifacting is usually the GPU core. RAMDAC and memory issues usually come across with weird colors or ASCII characters in the wrong places, or repeating pattern artifacting

Update:

I just put his GTX280 in my PC along with my GTX 285. After you install any set of drivers for the 280 it will lock up at the same spot it did in his PC - right when you hit the login screen (aero theme is putting "more stress" on the GPU). Safemode does work (but that's because it will only use the top card - the good card)

Green lights are on.

And I have ALL 6pin and 8pin connectors in on both cards.

Looks like you'll have to reflow it.
Try Pyroball's advice.
Please don't bake it.

UPDATE: My friend requested that I bake it.

Drumroll please.

It works!

385 degrees F, 8 minutes. Removed the heatsink, thermal pads, thermal paste. I did NOT have new thermal pads so I had to reuse the old ones.

Fired up first try !
