E6750 or E5200? + Problem

I'm building my friend a PC and he has two choices of CPUs: the E6750 or E5200. Now, Intel's website says the E6750 launch date was Q3'07 and the E5200's was Q3'08. However, the E6750 seems to be better spec wise.

The E6750 is a C2D, while the E5200 is a Pentium. As well as 4M cache vs 2M, 1333Mhz vs 800Mhz FSB.

Right now I have the E6750 installed with the stock heatsink, but the temps are in the 60s+ and task manager says the CPU usage is like 50% or more with only Firefox open. I just did a clean install as well. I was trying to transfer like 100GB of Steam game backups, but before I thought of running Core Temp, I ran task manager and it was at 100% with nothing running, except Comodo Security Suite and Malwarebytes, and even then they were idle and not doing scans/work.

Now, I don't remember the E5200 ever really doing this in the previous PC, my Q9550 certainly doesn't, and my cousins E8400 doesn't get strained at all either. I'm expecting the E6750 to perform pretty similar to my cousins E8400, considering the E8400 came out the next quarter and only has 2M more cache. I'm certainly not hoping it can't run Windows 7 and a few applications at idle at 50% and 60+ temps.

Also, something to note. I couldn't find any ISO alcohol, so I only cleaned the previous thermal paste off with Q-Tips. I got most of it off, except for this little bit that looks like it was "stained" onto it. I'm referring to the stock heatsink by the way.

Well, i think the E6750 is faster than the E5200, but it´s 65nm so it´s harder to cool. I would search for a cheap CoolerMaster 212+ and it should do the job keeping that guy fresh
As for the TIM get some 99% alcohol and with some paper towel rolled on your finger, "scratch" that thingy hard and it should come off. Hope it helped

E5200 is 45nm and will clock cooler, some to 4.0 . E6750 are 65nm, probably top out at around 3.6-3.7 but run hotter. The 65nm C2Ds were very tough chips, can take alot of abuse but run into a wall around 3.7.

E5200s have a really high multiplier, and will be an easier overclock in general and likely make higher max OC than the 6750.

Well, I have a ZALMAN CNPS9700 for him, but when I got it, it only came with one of the clips (was shipped by someone from OCN..) and I cannot find the 2nd clip, so we can actually use it.
