Pulse Width Modulation.

Simply:

Think of a square wave. You can control power(Voltage and Current) by throttling how long your wave stays "high". Look up the concept behind Buck/Boost/Buck-boost/CuK converters.

Edit: To answer the question, You need stable power to overclock, and different PWM frequencies and duty cycles vary the power input to a processor.

yeah, i ended up reading up on it and found that out.

but, does anyone know what the default values are for the 2500k?
my board doesnt give a numerical value, and i am just trying to figure out where i should set this if i tried playing with it.

It depends on the board. What values can you choose from?

Generally a higher frequency will give less ripple on the CPU supply but will also increase the temperature of the MOSFETs as they will spend more time in between the hard-on and hard-off states. This is when they dissipate the most power.

jeeze, i am not entirely sure off the top of my head, but i think i can adjust all the way up to like 200-250mhz

I would say about 300-700KHz is the nominal range. I don't know how you would really "optimize" it in this situation. I guess you would use the highest value you can without the MOSFETs getting stupidly hot. Better ask someone with experience with adjusting PWM frequency on a motherboard.
