1280x720 letterboxing?

Hey guys, I have a strange problem and I'm hoping you guys will be able to help me out.
If I change my resolution in a game to 1280x720 it will letterbox it, like a widescreen movie, so it looks all squashed and retarded. I'm playing on a 1920x1080 monitor with a 5970 and the latest 11.8 drivers. I need to play in 720p to record with Fraps.

Any ideas?

Does this happen in every game, or just a single game? I guess you could possibly switch your native resolution to 1280 x 720, then enter the game and do that only when recording. Also is it just with 11.8 drivers? Have you tried older drivers? I've heard a lot of people are having issues with 11.8, so I would try something lower - when I had my 6950 (a couple weeks ago) the 11.5b drivers were the best to use vs. 11.6 or 11.7

Two ideas:-

a. If the reason to use 720p instead of 1080p is to have a smaller output file size, you can play at 1080p but record in 'Half-size'. See pic 1.

b. Go into CCC and Enable GPU scaling and Maintain aspect ratio and Scale image to full panel size. See pic 2.
