He could go for the EVGA Superclock or one of the lower end Corsair Hydro series if he wants to be in-between those prices.

CM Hyper 212+ is still always a great idea, though.

The amd bulldozer came pretty close to the sandybridge on a "mystery" benchmark on a blog somewhere. Still, the sandybridge came out on top. :I figures, amd is still stuck with they're heads in the ground waiting for the moment to strike!

You can get the Crucial m4 at B&H for cheap.
8GB will probably OC better than 16GB.
