I feel that your GFX card is not faulty just that your havn't connected DVI/VGA/HDMI cable probably sometimes with this $h1t X300 ATI graphics card i have to tap the cable and then it just pops up and works...

Also are you getting any sort of bios beep?

Why not just find a local computer place there, or maybe a tiger direct/comp usa or something and pay them to do it? Then you wont lose money on selling the parts youve used. Or you could try using a wrench to tighten things and use clamps on your tube->barb areas.

When I first started water cooling, I ran into a lot of random problems, such as parts not fussing or screws going thrilled the raidiator.

The best piece of advice i can give you is TAKE YOUR TIME. At first I hated it and felt like I wasted money but in the long run it is totally worth it. Learn from your mistakes, meauare twice, measure again, get ready to cut bit then measure again, them cut! Patience is key here

Also, keep lots of paper towels handy. For some reason I always get soaked when doing maintance on my loop lol.
