depends on the game. Current age un-optimized games - yes. Future optimized games - no.

Which games does he play? Agree with ronin on that one on current games it will bottleneck it I know my 955@3.2 bottlenecks my 570 real bad while playing BC2 (cpu usage is toping all the game on multiplayer while the gpu is nice and chillin' at 60% usage tops).

Edit: For BF3-BC2 maybe SC2 Yes it will bottleneck it at stock clocks.

any talk of a 1090T bottlenecking cards is just rubbish, I've seen benches, the difference in FPS on a 1090T VS 2600K is very minimal

Might want to have a look at the LinusTechTips video:
I find the difference to be too small to be worthwhile in real life scenario. A lot of people may not agree however.

It is usually multi card setups where bottlenecks are found. Single card setups are fine most of the time.

Note that running at stock speed will definitely affect FPS for the worse...

This is false..finding source.

About 60 fps away from 2600k...and that's at stock, 2600k has much better architecture and will see much more improvements once OC'd

welcome to OCN.

1090t isn't a great gaming proc, your friend will have to OC it slightly in order not to have bottlenecks on certain games with 2x 460's or maybe even a 570.

It shouldn't be too bad actually. It will be more noticeable with GTX 460 SLI, but it should still be fine, the 1090T is no slouch. StarCraft 2 will be CPU limited at high settings and I don't know about TOR but the rest of the games should be fine.

Most monitors cannot display more than 60fps due to the 60hz refresh limit. Plus, this resolution is likely very low.

Realistic comparison? Not really.

Turn up all detail settings and resolution, and enable vsynch, then show me the bottleneck.
