Added new hdd and comp won't see it???

I setup my computer using an ssd drive for my os. Got everything installed and just added my 1tb western digital caviar black drive for storage. I go to device manager and under hdd's it see's it there but when I go to my computer it's not listed under the hdd section and can't save anything to it. it has no drive letter assigned to it. What step am I missing?

You have to go to administrator tools and resource management and then format the unallocated space to ntfs. And that's it

I don't have that option in administrative tools. it lists

component services
computer management
data sources (odbc)
event viewer
iscsi initiator
performance monitor
services
system configuration
task scheduler
windows firewall with advanced security
windows memory diagnostic
windows poershell modules

Is it under computer managment? I went there then clicked storage then disk managment (local) there it shows my two drives on the bottom. one in black which is unallocated disk 0 then my ssd drive C: disk 1. but I don't see a spot to format the unallocated one??? Sorry it's been awhile since I've last built a rig and have never had multiple drives lol.

Right click My Computer > Manage > Under Disk Management > then format / initialize your new drive

it's shows three boxes on the middle bottom of the screen.

top in is disk 0 931.51gb unallocated it's basic and online
middle is disk 1 59.63gb (ssd drive) online ntfs healty
bottom is dvd drive D: no media

You should be able right click on that unallocated one to format it and assign it a drive letter.

i'm running windows 7 home premium if that matters.

EDIT:
Do I have to have a jumper in the hdd cause I bought it as a bare drive from newegg and it didn't come with one???

Easier way is to just type in "disk management" into the search/start bar and click on "create and format hard disk partitions". You should see you hard drive in there. Right click the area to the right and click Format.
