Hahaha! $200 video cards and $1800 totals?
CPU/Mobo: waiting for one of Microcenter's combo deals with the 2500k would be the best option. I got my 2500k/P67B+ for $240. (You could get a slightly more expensive board for 8/8 CFX).
GPU: A GTX580 SLI is a solid choice, I guess, if you're gonna rock Crysis on Ultra High on 2650 x 1600 res.
For Skyrim, a GTX460/560 should suffice on 1080 res.
PSU: 1050W? Are you kidding me? A decent 750W will run all this crap EASILY. You're not going octo-core tri-fire here.
RAM is cheap. Get 8 GB.
SSD? ROFL. WD Blacks, Seagates, F3s and the like will do nicely, as others have so aptly suggested.
Get a nice budget case since he doesn't care about the premium stuff. Like an Antec 300 or NZXT or CM690 or something like that.

PS: of course, we're all speculating to a degree on Skyrim's hardware requirements, but that game is not
