Dose any one know what the max voltage is for the north bridge on the M3A78-EM Motherboard?

NB voltage? That doesn't help much. I think you want CPU-NB voltage, which can help stabilize higher NB frequency as well as faster memory. Safe voltage for this is same as the CPU, which I consider 1.55v. It usually doesn't scale much past 1.45v though. If you actually do want to increase NB voltage for some reason I would probably do around 1.3v - 1.4v tops.
