Do you want a free and valuable advice?
Pay as high as you can and don't get a budget card to try your luck overclocking it. it may not be up to the expectations. And it will perform worse than expected. I say this because I know some people will recommend you a GTX 560 Ti/GTX 560/GTX 460 and will tell you to overclock it to get whatever card speeds. what if the card you got is a dud and don't overclock well? It's like gambling IMO.
GTX 570 or unlocked HD6950 are on-par to each other.
GTX 560 Ti is slower than the HD6950.
I would get GTX 570 personally. If you can find a card like GTX 570 TFIII you won't regret it. 1280 MB is enough on 1080p. HD6950 is the second choice if you want high Vram.

the 570 is the fastest card out of the 3 you mentioned (unless you are able to get an unlocked 6950 since the 6970 and 570 pretty much perform the same). If you do end up getting a 570 just don't get a reference version because some people have experienced bad VRMs with the ref version of the card.

Either get the msi 570 TFIII Power edition (6+1 phase VRMs) or the asus 570 directcuII (6+2 phase VRMs). They have the stonger VRMs so you will be fine to OC your card without worrying about the thing exploding
