i cant tweak with the volts even with trixx

Then voltage modification simply isnt available for your card.

i have hit core clock 900 and memory is at 950 (default) have i have to flash my gfx bios for voltage tweaks
What are the safe temp for my gfx i have hit 65C after oc to 900mhz

Under 80*c is pretty safe.
Dont flash it, sometimes the hardware just wont do it.
