[5670] Flickering pixels, Strange Lines, Is it the drivers?

Hey guys, I have recently got a new (old) computer and the specs are as follows:

AMD Athlon 64 X2 5600+
ASUS M2V
ATI 5670
EDIT: 2GB of ram in dual channel.
Gigabyte random 460w psu
and a WD 500gb harddrive.

Oh, and I'm running caseless on the desk.

When I'm doing any task, though this hasn't happened in games yet, I get strange flickering pixels scattered in small clusters of 4 -5.

Also, on top of that, I get these weird lines covering up the whole window of something. They're only one pixels thick, but span the whole window of whatever is open. e.g. The start menu or the desktop. Sometimes there are 5 -6 lines or only 1.

I though at first this could be the temperature of the Graphics Card, but the highest temperature was 40 degress celcius (GPUZ reading) . Heck it even happened this moring when the temperature is at 27 degrees.

I uninstalled all ATI drivers and used driversweeper and installed the latest ones, 11.8. This worked for a while but the problem came back.

So I'm asking if anyone knows what this problem is, and do they know how I can fix it?

EDIT: This just in: After playing COD4, I exited back to the desktop and everything was spazzing out. Nothing could really be seen except crazy colours flashing and flickering (No, I wasn't on LSD). Is there a problem with the GPU?

Run RTHDRIBL on your computer, or run another graphics stress tester, does that lock up your computer? Cause it to spaz a lot? If not then it's Window's graphics messing up. Reinstall DirectX. See if that helps any.

never buy second hand computer without guarentee and if you happen to find a problem with your motherboard or gpu, just return your computer if possible. tbh it's not that expensive to build a new dual core yourself.

Bad GPU or bad OS install.

If it's not flickering in games I think it's a bad windows install possibly, that's why I was hoping DirectX re-install might help.

Run CHKDSK, SFC, and a repair install of Windows (Google them for more detail on how to do them if you don't know). See if these make any difference.

Could you provide us with picture how it looks.
You said you are running caseles maybe your GPU has bad contact with MB or in the worst case your gpu is artefacting.

Some thing like this happened with me recently i reinstalled my OS and it work fine and still working fine try it might help
