CSS Server purchasing help

I've been using the integrated SMDS off Steam which, correct me if I'm wrong, you get when you purchase Counter Strike: Source. Because of my crappy bandwidth cap and the fact that I always worry about the electric bill, I've decided to buy a server. Preferably a 66 tick server with at least 15 slots and no more than 22. Also, if at all possible, I wouldn't mind a cheap 100 tick server either with the same range of slots.

Just checked for 16 slot and it doesn't seem like a bad price. Is there web hosting included as well? and is it a 100 tick? I want to be able to install plugins and such.

I'm not quite sure the exact specs. You could PM Sin100 and he should be able to tell you.
